Antique? Running Horse Weather Vane Maker Unknown Painted Copper?

Up for sale is, I think, an antique running horse weathervane
. Looks like painted copper to me, but I am not sure.  It comes apart in the pieces as shown in the photos.  It measures approx. 18-1/2" tall by 12-1/2" wide. There are some small dents in the ball and may be missing a smaller ball?  Selling as found.  Please see the pics.
